Grading

The table below details how the Malta Motorsport Federation as the FIA ASN for Malta issues its license for Drivers.
This Grading is in line with the FIA ASN Development Guide (2017) page 156.

Grade of Licence Details Validity
International The Malta Motorsport Federation issues International licences of the following grades: Race Grade A or B, Race Grade C, Drag Racing, Rally Grade and Historic Grade H. A prerequisite to the issue of an International Licence of any grade is the passing of a medical examination. This is obtained by completion of the Medical Examination Form (available from the links section in this page) in conjunction with the examining Doctor of your choice. International
R Grade R Grade licences are valid for all Local and National Rally events, excluding all Race events and events run under an International permit. All competitors at time of application and renewal process for a National grade licence must complete a medical declaration. Its purpose is to enable the Medical Assessor to determine whether the competitor has the level of physiological and physical condition required to control an automobile in either a Race or Rally Event. The MMF may seek further information from the applicant, in which case either you or your Doctor will be contacted directly by the Medical Assessor. National
DR Grade DR Grade licences are valid for all Local and National Drag Racing events, excluding all Race events and events run under an International permit. All competitors at time of application and renewal process for a National grade licence must complete a medical declaration. Its purpose is to enable the Medical Assessor to determine whether the competitor has the level of physiological and physical condition required to control an automobile in a Drag Racing Event. The MMF may seek further information from the applicant, in which case either you or your Doctor will be contacted directly by the Medical Assessor. National
C Grade C Grade licences are valid for all Local and National Race events, excluding all Rally events and events run under an International permit. All competitors at time of application and renewal process for a National grade licence must complete a medical declaration. Its purpose is to enable the Medical Assessor to determine whether the competitor has the level of physiological and physical condition required to control an automobile in either a Race or Rally Event. The MMF may seek further information from the applicant, in which case either you or your Doctor will be contacted directly by the Medical Assessor. National
M An M Grade licence is valid for all Local Basic and Advanced events. All competitors are expected to be in a physical state that enables them to declare on Event entry forms that at the time of the Event they are not suffering from any disability of any kind whether permanent or temporary that is likely to detrimentally affect their control of their automobile or their fitness to drive in the Event.** Local
Entrants An Entrants licence entitles the holder being a person, firm or body corporate other than the driver of the vehicle, to enter a vehicle in any Event or Sanctioned Series organised in accordance with either the International Sporting Code of the FIA or the National Sporting Code. An Entrant’s Licence issued by the Malta Motorsport Federation is valid for all International Events inside or outside Malta, along with all Events of National or Local status in Malta. (**) While technically doable we are not currently issuing Club level licenses since National license required Club membership.

Notes for Provisional (Local) Licenses

This license is FREE – You just need the medical part completed by your doctor or the MMF doctor/s.

This license shall come into effect from 1st October 2019 but licenses starting 1st January 2020, and is aimed at those drivers who have never held a racing license in previous years…regulations of previous can be found here.<link>

To be able to participate in any National Event or Championship, the Provisional license is the minimum entry point, and is a requirement to be covered by the MMF Liability Policy

Due to the size of the motorsport market we need to ensure that there is ample time for a potential driver to ‘taste’ the sport before deciding whether to upgrade their scale to National level. It is on this basis that a provisional license may only be applied for on 3 consecutive calendar years. 

Beyond the 3 years the driver, will need to upgrade to the National License. 

You will need to complete the Racing License Application form which includes a medical certification section. This application needs to be countersigned by the club responsible for the sporting discipline/s you are applying for a license in.

If it is the driver’s intention to compete overseas BEFORE the 3 years are up, then it is important to remember that they need a minimum of 4 events with a National license in the discipline to get a National License and at least another 4 to move to International. 

You cannot downgrade back to Provisional once you have held a National.

Personal Accident Coverage under this license is an optional add-on.

Provisional licenses ARE NOT valid for events outside of Malta.

Notes for National Licenses

This license costs are listed on the MMF Application form – You need the medical part completed by your doctor or the MMF doctor/s.

To be eligible for a national license as per the above categories it is necessary to submit a signed application form, which is countersigned and stamped by EACH club which is responsible for the discipline you are signing up for.

If is the applicants and countersigning clubs’ responsibility to ensure that you are vetting and apt for competing in the discipline you are applying for.

The MMF National license applicant MUST be a member of the club that represents the discipline for which you applying for a license on.

If a National license is not renewed for one calendar year your Driver Licence grading may be lost.

For a Driver grading to be retained the Driver must have at least 3 log book entries in the licensed post during a season.

A driver becomes eligible to apply for a National License after having competed and completed at least 4 Guest class appearance in a calendar year.

This license is valid for overseas competitions SUBJECT to its acceptance as per the regulations of the specific race meeting and the MMF issuing a no objection letter.

Notes for International Licenses

This license costs are listed on the MMF Application form – You need the medical part completed by your doctor or the MMF doctor/s.

If you have not held a National License for at least 4 National events you SHALL NOT be eligible for an International License.

To be eligible for a national license as per the above categories it is necessary to submit a signed application form, which is countersigned and stamped by EACH club which is responsible for the discipline you are signing up for.

You need to be 18 years of age to apply for a Driver License

If is the applicants and countersigning clubs responsibility to ensure that you are vetting and apt for competing in the discipline you are applying for.

Prior to applying for an International license it is necessary to have competed on a National level in the same discipline and class for at least 2 seasons

If you are not Maltese and have not competed at a National level for at least 2 seasons, you MUST provide proof of signup AND participation AND completion of at least 4 events overseas within the discipline / grading that you are applying for.

The MMF National license applicant MUST be a member of the club that represents the discipline for which you are applying for a license.

If a license is not renewed for one calendar year your Driver Licence grading may be lost.

For a Driver grading to be retained the Driver must have at least 3 log book entries in the licensed post during a season.

All drivers participating overseas should do so with an MMF no objection letter in hand. A no objection letter PER EVENT shall be requested.

Medical Information relative to licenses

As explained above each license needs a medical certificate to be completed. This certificate is part of the MMF Competition License Application form, unless otherwise or additionally indicated.

The applicant is obliged to divulge to the MMF, the practitioner and/or specialist any medical condition and/or trauma past or present to ensure a full examination.

The MMF can, at its expense request a new and/or more medical examinations as it may deem fit and at a professional of its own choice.

Drivers applying for the Provisional License may go to their family doctor or doctor of choice, or they may opt to take the medical visit at the MMF Doctor. Relative payments for doctors’ fee are to be paid by the applicant.

Drivers applying for the National / International License may go to their family doctor or doctor of choice, or they may opt to take the YEARLY medical visit at the MMF Doctor. Those opting for the MMF Doctor will have the basic medical tests covered WITHIN the MMF license fee. MMF will not cover the fees if visiting any other doctor. 

Upon agreement with the respective member clubs MMF shall choose three events / venues to have the presence of a doctor. As an example,  these could be the yearly scrutineering day, the 2nd event of the season,  and the first event after the summer break.  This to facilitate the paperwork and running around by the drivers. This service is INCLUDED in the license fee for all applicants EXCEPT Provisional license holders.

Any driver OVER the age of 45 MUST present a stress ECG every two years. If the driver is competing Internationally and a stress ECG is required yearly, then the rules and requirements of the sanctioning ASN / organiser will apply. 

Notes for Team Licenses

There is no obligation for a Racing team to hold a Team license in Malta

A Team license shall be required where a Team Manager shall or may be dealing for the team, its drivers, its mechanics and staff at any time during an event, protest or similar / related. 

If a team license is not held then all representations need to be made in person by the driver in writing as per sporting practice.
