Joint Statement by the Malta Motorsport Federation and ACI CSAI

A joint statement by ACI CSAI and MMF with regards to the sporting licence issues for the Time Attack events.
In all competitions held in Italy, where there is a classification ranking and timekeeping, a sporting license is required and road licence are not acceptable. Moreover, no insurance policy will provide guarantees and compensation for damages particularly for all foreign racing drivers like the Maltese if they do not have a racing licence to compete in a circuit or a road based race like those of Slalom in all Italy. Therefore all racing drivers are required to have a Maltese racing license issued by their federation or an international licence of FIA.
We have to remind all about the dangers and risks involved in motorsport as it is very important to have an insurance policy covering damages to yourself and to others. We confirm that the insurance policies of any Italian organizer does not guarantee to cover the damage if a driver races without a sporting license and use the road licence.
So we restate what we said earlier in our previous statement issued on the 15th March 2014 by MMF, that to race in Italy and also in Sicily like Racamulto circuit, every racing driver requires to have a racing licence or from MMF if you’re Maltese or from ACI CSAI if you’re Italian .
Time attack is a motor racing activity because there are classification ranking, timekeeping and ranking of winners involved, then all drivers must have the Racing License to participate. The ACI CSAI is already finalizing a Time Attack Regulation which clearly defines that Time Attack is a racing activity.
As for Track Days, these are practice activities and are not considered as races. During Track Days, transponders for the detection of the timings are not used, otherwise if transponders are used during Track Day, the insurance will not cover any damages if an accident occurs.
ACI CSAI does not have regulations for Track Days because as stated above, they are not considered as racing events, however for your information, it is a practice within all circuits across Italy that they still asks that all drivers using a motorsport vehicle should have a racing license to be safe, as otherwise they are not covered by insurance. If on the other hand, one uses normal road cars for a Track Day event, then they do not take timings and no final ranking are issued, so for this occasion only, there is no need a Racing License.
The MMF once again wishes to point out that it is always ready to take up formal talks with any organiser or promoter, yet shall not be entertaining anyone not to abide with the regulations.

Una dichiarazione congiunta tra ACI CSAI e MMF per quanto riguarda i rilasco di licenza sportive per Time Attack.
In tutte le gare in Italia, dove c’è una classifica ed il rilevamento dei tempi è necessaria la licenza sportiva e non quella di guida. Inoltre tutti piloti che vengono dal estero come quelli di Malta e quindi di un altro Stato, nessuna assicurazione le fornirà garanzie e risarcimento dei danni se corre in Italia su circuito o su gara stradale come quelli del Slalom se non ha una licenza Maltese in questo caso, rilasciata dalla federazione Maltese o una licenza internazionale FIA.
Ci permettete di consigliare di fare attenzione perché i rischi nel motorsport ci sono ed è molto importante avere delle assicurazioni che coprono i danni a lei stesso e ad altri. Le confermo che l’assicurazione di qualsiasi organizzatore italiano non assicura i danni se si corre senza licenza sportiva e solo con quella di guida.
Quindi confermiamo quanto detto prima di oggi nel annuncio del 15 Marzo 2014 dal MMF, che per correre in gare in Italia è in Sicilia e anche a Racalmulto, è necessaria la licenza sportive Maltese dal MMF se sei Maltese o Italiana ACI CSAI se sei Italiano.
Inoltre, Time attack è una gara automobilistica perché c’è il rilevamento del tempo ed una classifica con dei vincitori, allora tutti hanno bisogna di avere la Licenza sportive. La ACI CSAI sta gia stabilendo un regolamento di Time Attack su questo soggetto.
Mentre per Track Day si tratta di prove libere e non sono gare. Durante Track Day, non si po consegniare i transponder per il rilevamento dei tempi, perche l’assicurazione non copre I danni se succede un incidente.
Per i Track Day la ACI CSAI non ha una regolamentazione perché non sono delle gare vere e proprie, tuttavia i circuiti in tutta Italia fanno girare con licenza sportive se l’auto è da corsa perché altrimenti non sono coperti da assicurazione. Se invece usano vetture stradali e senza tempi e classifica non c’è bisogno di Licenza Sportiva per questo caso soltando.
Il MMF vuole ancora una volta sottolineare che è sempre pronta a fare colloqui formali con qualsiasi organizzatore o promotore, ma non è pronta a lassare nessuno a non rispettare le regolamenti.
